Well, I've had a chance to play Civilizations 4... it has some good points and some bad points, but all togethor a awesome game... It got me thinking about the goverment...
 
Have you ever wondered what the goverment would be like if it were run along the same principles as a corperation? Now, don't leave, hear me out. If, on the becomeing a citizen of the canada, one was given one stock in the goverment, with a option to buy up to five. Each of those stock equaled one political "vote". On the end of each year that person recieved a percentage of profit on the basis of how much stock he had.
 
Now, what if the decision making proces was taken from the goverment and placed into a true democratic style? For exaple, when something federally is up for decision, it is polled to each of the small towns across canada who then votes on each "law". Now, let's take this a step farther. Let us say there is a "auditorium" in each town, that can hold a maximum of 500 people, and is the town's "representation. It is open from 9:00 AM to 5:00 PM and is open to all the public to vote on each of the daily issues facing the town. Each citizen can only vote once, and everyone over the age of 12 is issued a ID Card allowing them to place the alotted votes from thier stock on each issue. Would this not be better representation?
 
Now, let's take this a stef farther. For each major change, there is at least once a week a "Town Hall Meeting". In this meeting it is mandatory at least 100 citizens attend to debate the weeks most important issues and the solutions to them. At the end of the debate the solutions are polled and the attendees are then allowed to make a vote on what should be a apropriat solution.
 
Insstead of mandatory taxes each year, each citizen should have the opertunity to "invest" an ammount of money in the goverment each year, which is then recorded as the "invested capita" of the person, which is used as a sort of life inurance to help the family of the deceased once he/she passes on. Now, this investment also is factored in for the earnings the persom will recieve at the end of the term if the goverment has made a profit. This profit is to be redistributed and used to improve goverment facilities, also used to take back resorce companies like Teresen and Telus(British Columbia's primary Gas and Telephone companies) and make utilities affordable for the public again.
 
Each property owner get's a "improvment allowance" based on the income bracket and land value, which is in the form of "vouchers". These cheches can only be used for the purcase of home improvment suplies, construction, demolition, plumbing, electrical, etc. If it is evident these are not being used to improve the value of the property a fine of equal value may be issued.
 
The police force will become a public service rather then a public enforcer. Thier job will become to carry out the law with a understanding of the situation, and apply it on the basis of circumstance. Each officer will have to answer to a community "board" which will then make suggestions on how to improve, but will otherwise remain unchanged.
 
Border disputes will be a top agenda problem at civic meetings, as well as Disease and Peace Keeping. The boards in each town will have a right to put asside funding for specific scientific inittiatives such as discovering cures to diseases and things like space flight as each independent city sees it fit. Province wide tax breaks and grants will then be distributed to the researchers in those initiatized fields.
